Analysis on Airline Fuel Saving by Shortening TAF Issuance Cycle

Abstract

The number of flight cancellations caused by inadequate weather conditions have continuously risen since 2016. Especially, in case of Jeju International Airport (RKPC), bad weather condition is one of the most dominant reasons why flight cancellation evokes. Over the five years prior to COVID-19 (2016–2020), among a total of 7,599 flight cancellations at Jeju Airport, 5,680 cases (approximately 75%) were attributable to weather-related factors. In order to reduce the rate of cancellation, accuracy of TAF (Terminal Aerodrome Forecast) must be improved. Therefore, this paper offers reduction of time intervals between each publication of TAF. Also, Airlines fuel consumption fee on Gimpo-Jeju line could be saved up to 6 billion won by setting 3 hours (originally 6 hours) for the intervals. Finally, both safety level and service quality of aviation industry could be enhanced throughout the same process.

기상 조건 악화로 인한 항공편 결항 건수가 지속적으로 증가하고 있다. 제주국제공항(RKPC)의 경우, 악천후는 결항을 유발하는 가장 주요한 원인 중 하나이다. 코로나19 이전 5년간(2016–2020) 제주공항에서 발생한 총 7,599편의 결항 중, 기상 요인에 기인한 결항은 5,680편으로 전체의 약 75%를 차지하였다. 결항률을 줄이기 위해서는 TAF (Terminal Aerodrome Forecast, 공항 예보)의 정확도를 향상시켜야 한다. 본 논문에서는 TAF 발표 주기 간격을 단축할 것을 제안한다. 기존 6시간 간격을 3시간 간격으로 조정할 경우 김포-제주 노선에서 항공사 연료비를 최대 60억 원까지 절감할 수 있을 것으로 분석되었다. 이를 통해 항공 산업의 비용절감 뿐 아니라, 안전 수준과 서비스 품질을 모두 향상시킬 수 있을 것으로 기대된다.
