A Study on the Aviation Sector under the OECD CRS Framework from an International Development Cooperation Perspective

Abstract

International Development Cooperation has become an important policy instrument for supporting sustainable development in developing countries. This study analyzes the structure and characteristics of aviation sector Official Development Assistance (ODA) under OECD Creditor Reporting System (CRS) code 21050 (Air Transport) from 2010 to 2023. The analysis shows that although aviation ODA represents a relatively small share of total transport ODA, its strategic importance has steadily increased in technology-intensive areas such as airport infrastructure, aviation safety, air traffic management, ICT systems, and human resource development. In addition, aviation ODA is evolving beyond conventional infrastructure assistance toward a comprehensive cooperation model that combines technology transfer, capacity building, and institutional development. The study suggests that aviation ODA can serve not only as a development cooperation tool but also as a strategic platform for enhancing the global competitiveness and overseas expansion of Korea’s aviation industry.

국제개발협력은 개발도상국의 지속가능한발전을 지원하기 위한 핵심 정책 수단으로 확대되고 있다. 본 연구는 OECD CRS (Creditor Reporting System) 코드 21050 (Air Transport)을 중심으로 2010년부터 2023년까지 항공 산업 ODA의 구조와 특성을 분석하였다. 분석 결과, 항공 산업 ODA는 전체 교통 ODA 대비 비중은 낮지만 공항 인프라, 항공 안전, 항공 교통관리, ICT 시스템 및 인력양성 등 기술집약적 분야를 중심으로 전략적 중요성이 확대되고 있는 것으로 나타났다. 또한 항공 산업 ODA는 단순한 인프라 지원을 넘어 기술 이전, 역량 강화 및 제도개선을 포함하는 종합적 개발 협력 형태로 발전하고 있다. 본 연구는 항공 산업 ODA를 단순한 개발 원조가 아닌 글로벌 시장 진출과 산업생태계 확장을 지원하는 전략적 플랫폼으로 해석하고, 한국 항공 산업과 국제개발 협력의 연계 강화를 위한 정책적 시사점을 제시하였다.
